Seva Matriculation School

To help students along with realizing their plans for the future, the CSC supports their higher education. Since 2013 several students have studied at  the Seva Matriculation School in Puluvapady. By successfully completing their education here, the students qualify to go on to higher secondary school and therefore university. The lessons are mainly conducted in English. Along with good education, extra curricular activities are also conducted to nurture the talent of the children. Along with that regular health check ups are conducted yearly.

Seva Children home

The main aim of Community Seva Centre is to relieve the human sufferings of some of the poor, neglected and destitute children below poverty line, irrespective of caste, color, creed and religion. This organization is working very hard to provide some children with good education and help these children to reach certain standards in the society, plus, it is very committed to prevent child labour and provide them with the basic education.

Preference is being given to orphans, neglected, semi-orphans and to children from broken families. Orphan children are taken care of until they get married. Each and every child is given good education, food and shelter and this organization takes care till they are well settled in their life. 

Apart from giving them free food, clothing, accommodation and good education, we build their character and mould them in such a way, so that they may become good citizens of India.

RULES & REGULATIONS

1.Name of the Society:

The name of the Society shall be “COMMUNITY SEVA CENTRE”.

2.Address of the Society:

The address of the Registered Society shall No.2, Vallikrishna Illam, III rd  Cross, kasthuribaigandhi Street , Nethaji Nager –I, Uppalam, Pondicherry- 605 001.

-Project Administration Office- I: No.25, Seva Illam, Seva Nager, Pooranakuppam P.O., Pondicherry – 605007.

-Project Administration Office –II: No.2, Seva Illam, Thal Veniyur Village, Kottaputhur.P.O, Kalvarayan Hills, Chinna Salem T.K, Villpuram Disit, Tamil Nadu – 606207.

3.Date of formation of the Society is 06/07/1993.

4.Registration of the District in whose jurisdiction the office is situate: 

The office of the Society is situated within the Jurisdiction of the Registrar of Pondicherry.

5.Business hours of the Society  will be as follows:

9:00 a.m to 1.00 p.m.

2.00 p.m. to 5.00 p.m.

Holidays: All Sundays and other Government Holidays.  Also holidays declared by the society then and there are observed.

6.Objectives of the Society:

The objectives of the Society are those specified in the Memorandum if the Society. 

7.Activities of the Society in furtherance of its objects:

Activities of the Society in furtherance of its objects will be determined from time to time by the Governing Body of the Society.

8.Name of the person authorized to sue or to be sued:

The person authorized to sue or sued on behalf of the Society is the Secretary of the Society.  In the matters of the dispute the issue will be subjected to Pondicherry legal jurisdiction only.

9.Name of the person who is empowered to give directions:

The person who is empowered to give direction in regard to the business of the Society is the Secretary of the Society. 

The Secretary of the Society is also Director of the Projects and other Social Welfare activities coming under CSC.

10.Enrolment of membership:

The membership shall consist of

  • Chairman, Community Seva Centre.
  • Vice Chairman, Community Seva Center.
  • Secretary, Community Seva Center.
  • Treasurer, Community Seva Centre.
  • Any person nominated or appointed by the secretary with the approval of the Chairman.

11.Removal of members:

  • Any member of the Society when found by the majority of the members of the Governing Body is not acting in the interest of the Society, shall be removed by the Secretary with the approval of the Chairman.
  • In the event of any vacancy among the members of the Governing Body.  The secretary shall cause that such vacancy filled up within three months with the approval of the Chairman.

12.Rights, Obligations and Privileges of the Members:

  • The members of the Society are entitled to participate in all General Body Meetings of the Society.
  • Every member has the right to put forth the ideas & views for the welfare of the Society.
  • Every member shall abide by the decision of the majority of members and is obliged to cooperate with the governing Body in all its activities for the welfare of the Society.
  • Every member has the privilege to move any resolution before the General Body, with the prior approval of the Chairman and Secretary.  No member can move resolution without the approval of the chair on any account.
  • Every member has the right to demand the Chairman/Secretary to place before the Governing Body and decision taken by the Chairman/Secretary on matters of vital importance and of emergency in nature.

13.The manner in which the Society will transact its  business:

    1. Except in hereinafter appraised, the administration, management and all business relating to the affairs of the Society, shall be carried on by the  Secretary. The Governing Body also shall carry out all acts and deeds necessary and conducive to the attainment of the objects of the Society.
    2. The secretary shall be responsible for the proper maintenance, conduct, supervision and science of Institutions that may be established in furtherance of the objects of the society.
    3. The chairman will be nominated by the General Body will hold the office for a period of three years. In case of dispute the post will be filled up by election among the members of the Governing body.
    4. The Vice – Chairman of the Society is appointed by rotation among who are all members of the Society of the “Community Seva Centre” by means of the Governing Body by consensus and the Vice-Chairman holds the office for one year.
    5. The secretary normally holds office for a period of 3 years its successor holds office of the Secretary by virtue of his position. 
    6. The treasurer will be nominated by the General Body and will hold the office for a period of three years.
    7.  In case of disputes the post will be filled up by election among the members of the Governing body.
    8.  The Chairman shall have a general control over the affairs of the Society and he will preside over all meetings of the Governing Body.
    9. The Vice-Chairman shall in the absence of the Chairman have control over the affairs of the Society and shall preside over all the meetings.  His rule is simply advisory.
    10. The Secretary shall be responsible for the General administration of the Society and for this purpose is shall have the following powers.
      • To execute documents on behalf of the Society in consultation with the Chairman.
      • To carry on all correspondence relation to the Society.
      • To convene all meetings in consultation with the Chairman, to keep and maintain minutes and records of all such meetings and to carry out resolution passed here-in and
      • To inquire expenditure not exceeding Rs.500/- at a time on her discretion and to incur expenditure expediter exceeding Rs.500/- either with the prior approval of the Chairman or in case of emergency subject to ratification by the Chairman.                                   

The treasurer shall be responsible for maintaining all accounts and for submitting Audited/Financial Statements as and when required.  He shall also hold charge of such and other properties of the Society enlisted in the stock register.

The secretary and Treasurer shall be two different people.

The secretary and Director will be the same person.

The chairman and secretary shall keep himself above political interference.

The treasure of the society will maintain the following books of accounts.

    1. Cash book, containing forms in duplicate, one of each set to be issued with details for money received by the Society and the other to serve as counterfoil.
    2. Vouchers File: Containing all vouchers for contingent and other expenditure, incurred by the Society, numbered.

Pose and in each account, return and register he shall endorse the following declaration in token of such verification.

 “I declare that the particulars furnished above are true and correct to the best of my knowledge and belief and that I have checked the accounts with relevant bills, vouchers and registers”.

14.Constitution of the Governing Body:

The Governing Body shall consist of 7 members nominated in the manner said in Rule 10.  But the total number of members subjects variation.

The secretary will file with the registrar of companies a copy of the register of members maintained by the society and from time to time with the registrar, notice of any change among the members of the Governing Body within 14 days from the date of such change. 

15.Preparation and filing of returns with the concerned register:     

The secretary shall prepare and file with the registrar of societies such returns annual and other statements, which are specified in the societies registration act and rules there under.

16.Audit of accounts:

A registered chartered accountant shall be appointed as an auditor of the accounts of the society.  He shall have access to all the books and accounts of the society and shall examine the receipt and expenditure account and the balance and verify them with the accounts and the balance and verify them with the accounts and vouchers relating there to and shall either sign them as found by him as correct, duly vouched and in accordance with the law or especially report to there society in what aspect he finds them to be in correct, Unvoiced, or not in accordance with the law. 

17.Supply of copies of rule and regulations:

The society shall supply to any member of applicant a copy of:

    1. Society’s rules and regulations.
    2.  The receipt and expenditure statement.
    3. The balance sheet

18.Vesting of property:

The mode of custody, application and investment of the funds of the society and the extent and conditions of such investment will be decided by the governing body. Mode of custody application and investment of the funds:

    1. Contribution, donations, grants or subsidies that may be received from members or other donors.
    2. Charges collected for services rendered to members, to donor agencies or to others according to the rates prescribed from time to time.
    3. Accounts realized by the sale of copies of the Society’s memorandum and bylaws and of such other material that may be published by the society.
    4. Income from investment or other sources.

All money collected or received, including legacies and subscription shall be paid to the chairman whose receipt shall be valid and binding on the society.

All money collected or received shall as soon as possible be deposited or invested in a Bank approved by the governing body for this purpose.  The secretary and treasurer shall operate upon the bank accounts in which funds are deposited or invested jointly.

No loans shall be borrowed by the society for its maintenance.  But the society shall be competent to accept grants or temporary advance for these purposes. No part of the funds shall be utilized by member, director, or office-bearer of the society but payment may be made from such funds for travelling allowance to a member, director or office – bearer according to prescribed scales, for journeys undertaken on behalf of the society.

19.Arrangements for transacting of day to day business and terms and conditions for the employees of the society:

    1. Arrangements for transacting of day to day business of the society, the expenditure to be incurred there for the staff to be employed and the conditions of service of such employees will be decided by the secretary in consultation with the chairman and ratified by the governing body.
    2.  The governing body will make all appointments for any post in the society and the secretary is delegated with powers to make such appointments then and there, in consultation with the chairman.
    3. All employees in the society shall abide by the terms and conditions then and conditions then and there fixed by the governing body.
    4. No employee of the society shall form a union or association and such employees who participate in the union activities or enter into policies will be discharged from service without notice and without assigning any reason for such action.

20.For all other things not specifically provided for in the constitution, the provisions of the Pondicherry societies registration act and rules shall apply.

21.If our organization required loan from Bank & Agencies for Community Development organization, develop accordingly.

22.If our organization required any loan from Bank/Agencies for Organization develop or community Development according to their rules & regulation.

23.Interpretations: in these bylaws, unless the context otherwise required the words and phrases mentioned in the bylaws shall have the meanings assigned against them.

    • “CSC”means “COMMUNITY SEVA CENTRE.”
    • “Member” means their person on the role of membership of the society.
    • “Society” means “COMMUNITY SEVA CENTRE’.
    • We the undersigned office-bearers of the “COMMUNITY SEVA CENTRE’.
    • COMMUNITY SEVA CENTRE’.

We accept national and international volunteers and offer them an unforgottable on the field experience, you will see the everyday problems that the needy are facing and what are the activities that Community Seva Centre puts in play in order to support them.

Agriculture

Horticulture project

In 2017, Community Seva Centre implemented a project for the farmers in Kalvarayan Hills promoted by the Horticulture Department in the Government of Tamil Nadu. The purpose was to provide information on various aspects of successful crop production including latest technologies in production and post harvest, agricultural inputs, farm implements, weather, marketing etc.

The CSC  provided a demonstration of the method of cassava cultivation to 150 farmers, additionally 1000 farmers went on tour and learned various farming methods. 500 farmers have been provided with seed cutting tools. 

In addition, silver oak has been provided to 750 farmers at the rate of 100 seedlings  per farmer. The establishment of this plantation will provide a source of income for sustaining future projects as well as to financially support the tribal communities involved in the project. 

The main objectives of the project were to improve and educate the  tribal community on the basics of horticulture and to provide them with technical inputs. 

 

Other projects

In 2018 CSC ran a project with the Italian NGO partners S’Apre & Gruppo 78 called “Not Only Rice”. During the project new types of vegetables have been planted in order to provide a rich diet to the children in Thailvennyur school and to give them all the nourishments and vitamins they need. A poultry farm was also built in order to add some proteins to the diet and to have a little source of income for the school’s economic sustainability.

No refund/cancellation for the donated amount by any donor will not be entertained, the online donations through the online payment gateway.

No cash or refund of money will be allowed.

If any in-kind support received by the donor from any where the material will be reached to our trust.

Once received the donation for a cause will not be refunded to the donor. No cancellation to be made. The donation will be used for the development of tribal people, children, women and old age people.

Karaikal tsunami relief work

 

Community Seva Centre has extended its service to Karaikal region and in some parts of Tamil Nadu. The Community Seva Centre carried out following activities:

  1. COMMUNITY KITCHEN had been established for the victims and more than 1000 people benefited. It was served for two months and entertainment and counseling activities were also done simultaneously.

  2. CHILD CENTERED SPACES had been started in 10 villages. 640 boys and 536 girls were involved in it. The children were taught alphabets, games, story telling, story reading, drawing, grafts etc.

  3. ICDS MATERIALS were given to anganwadi centres. 22 ICDS centres were given with reading and play materials, cupboard, black board etc.

  4. CASH FOR WORK:  Cash for work had been done in 6 villages. 75 to 110 people were involved in work. Per day Rs. 80 had been given to each person. They did tank cleaning, Canal cleaning and village cleaning work.

  5. BOAT, ENGINE AND KATAMARAN REPAIRING: 12 fibre boats, 50 katamaran and 40 engines were repaired to continue their routine work.

  6. LIVELIHOOD PROGRAMME: 150 victims were provided with fishing nets and 10 persons were given 10 push carts for doing business.

2004 Tsunami relief

 

Our NGO during the disaster provided relief materials and arranged temporary shelters, we also provided training and education to the children.

In the recent tsunami hit, 6000 people were provided with relief materials, for a worth of Rs 1.81 crores. Each victim was given with the following things:

  • 4kg of dhall;
  • 1.5kg of sambar powder;
  • 0.5kg of turmeric powder;
  • 1.5kg of tamarind;
  • 3kg of salt;
  • 2.5l of oil;
  • 1.5kg of tea;
  • 2.5kg of sugar;
  • 3kg of milk powder;
  • blankets;
  • plates;
  • matches;
  • soap and detergent;
  • clothes.

The beneficiaries were from 15 different villages, distributed as follows: 250 people form Pudukuppam, 777 from Nallavadu, 300 from Pannithittu, 278 from Narambai, 310 from Moorthikuppam, 980 from Veerampatinam, 120 from Chinna Veerampatinam, 750 from Vampakeerapalayam, 490 from Vaithikuppam, 410 from Solai Nagar, 225 from Chinna Kalapet, 430 from Periakalapet, 130 from Kanagachetikulam, 300 from Kuruchikuppam and 250 from Pillaichavadi. 

Though the government and non-governmental organizations were involved in the relief work for the tsunami, the elders and the widows were left behind from relief programs. Hence, a total of 365 deserving elders and widows have been selected and provided with relief materials worth of Rs 750 each. To be precise CSC support involved 125 widows, 96 male elders and 144 female elders from the previously mentioned villages.

Fire accident support.

In 2006 five houses were destroyed by fire accidents: 2 houses in Nonankuppam and 3 houses in urban areas. The victims of fire accidents were given 25 kg of rice, all provisions, cloths and aid bag worth of Rs. 3000 each. Medical assistance for five families was given.

Tribal

What we are doing for the tribal community


The Central Government and State Governments implement a number of schemes for the welfare & development of STs. The Ministry of Tribal Affairs implements the following schemes for the socio economic and educational development of STs through State Societies/VOs/NGOs which supplement Governmental efforts:

    • Grants-in-aid to voluntary organisations (VOs) working for the welfare of scheduled tribes;
    • Strengthening education among cheduled tribes girls in lowliteracy districts.

However, VOs and NGOs also play an important role in enhancing the reach of government schemes and in filling the critical gaps of service deficient tribal areas. While governmental efforts are supplemented through VOs and NGOs to achieve the ultimate objective of delivery of services to remote and unreached tribal areas, the standard of services provided is equally important. Each partner VO/NGO is, therefore, expected to strive towards delivery of quality services. In this perspective all the services of Community Seva Centre include tribal people:

    • Agriculture & horticulture awareness exposure visit;
    • SHG;
    • Tribal rights & legal rights awareness;
    • Medical camps;
    • Livelihood support;
    • Schools;
    • Elder Home & children home.
 
 

Aged

Our support to the elders

Due to the advent of urbanisation, modernisation and several other factors, the joint families have shattered. People are busy with their jobs, and they hardly have any time and interest to look after the older members of the family. Therefore, they leave their parents in old age homes. Also, many insensitive people, abandon their parents and as a result of which various governmental and non-governmental organisations rescue them and admit them to old age homes. Many people, who have no family to take care of, admit themselves to the old age home voluntarily.

An old age home is a shelter house where the people of older age dwell together with other older people when they have been abandoned by their family members or voluntarily admitted to it to combat loneliness during this crucial stage of life. The old-age house staff is in charge of feeding these senior citizens on time and taking care of their medical needs. They help them cope with the routine by cleaning their clothes and utensils and helping them live the last days of their life without isolation. Also, they conduct various recreational activities, to indulge them in and combat boring lifestyles. They entertain them so that they stay happy and peaceful. Also, the house inmates stay together, share their experiences and make good bonds with their friends.

Some exemples about our trainings:

  • Mobile phone service training: the course provides precondition skills and knowledge of mobile chip level and card level repairing, to enable the student to get into a large variety of jobs and business in the mobile phone industry and also startup a mobile phone repair outlet or service center;
  • Tailoring training: we teach young women tailoring skills that can be spent in everyday life, to repair or to make clothes for the family, but also can be used to start a little business or get a job in the tailoring sector;
  • Computer education: computer education has been given to school going children, house wives, female youth and unemployed youth at very low fees. 120 persons received computer education and three students were admitted by the DIC with stipend of Rs.750 per month.
